What should I do about my neck/ shoulder tattoo concept?

I’ve been looking for the perfect neck tattoo, something only slightly visible though since I’m only 18 :) , so I found an alternative by getting it more on the shoulder and less on the neck. I wanted something feminine and pretty but nothing colorful or flashy. I found the most exquisite picture on the web the other day that was absolutely perfect! The only problem is that the image cuts off some of it on the upper arm and I’m not quiet sure how to go about sketching this out. My first tattoo is a quote on my forearms that took very little effort in getting the proper sizing and whatnot. I know I could, and probably should, just take it to the tattooist and have them do it for me but how much would that cost? So I guess my question is should I wing it and attempt to sketch it out myself or should I play it safe and consult with a tattooist? Obviously I know this won’t be cheap, but from someone who has experience with image tattoos just a ballpark on what I should expect would also be great.

Minus the bugs in the image, I love this concept, the chrysanthemums are my birth month flower and the stencil look of the grayscale flowers is perfect! But your thoughts would be taken as well, as I’m aware of my age and the semi-visiblity factor :) I don’t plan on going into a field where visible tattoos would be prohibited so that isn;t a problem. But I really love the idea of Neck Tattoos so if I was going to get one I figured something like this would satisfy that in a more discrete way.

This isn’t your job. It’s the job of a good custom tattoo artist. They will design it and when you pay for the tattoo, the design is always included. Just make sure the neck flower’s width is the same as the width of your neck or it wont look right.
